Michelle, you are pretty close. I can't fool you (often). This is what is called a "camera toss". Do a search on Flickr and you will see many other examples. The camera is put on long exposure and is tossed in the air with a spin. The lights are indeed xmas lights but from a tree in my house. The dotted lines are a result of the lights being LED that have a flicker that our eyes cannot see but the camera captures.
I thought because of the dotted lines look like stitches you would think I had taken up sewing!
spinning the camera around while taking a pic of the Christmas lights on the house next door? Please tell me at least part of that is correct!
